Go to one of the Teleporters and click on "Circus Peninsula". see image below
The location of the "Storm Puppets" is the same as the "Fruit Dew's". see image below
These are the "Storm Puppets", you have to kill 3 of them to finish "Storm Puppets" Quest by Henri.
